Lahey chosen as Orange County Legislature chairman

Former Orange County Legislature Majority Leader William Lahey this afternoon was chosen on a party line vote as the new chairman of the lawmaking body. Republicans hold a one vote margin over Democrats and for the last two weeks, both parties were trying to come up with a compromise candidate.
Republicans Frank Fornario, Jr. and Spencer McLaughlin both said they wanted the job and Democrat Roxanne Donnery was backed by her party.
Back room negotiations failed to produce a clear cut frontrunner so last week, Lahey expressed interest in the post and following quickly called party caucuses prior to the first session of the year today, the dye was cast.
Lahey was nominated by Republican colleagues and Democrat Thomas Pahucki nominated McLaughlin. Another Democrat, Minority Leader Anthony Marino nominated fellow Democrat Roxanne Donnery. After that, McLaughlin withdrew. That left the 11 Republicans to vote for Lahey and the 10 Democrats to vote for Donnery.
Lahey is seen as a compromise candidate who will be able to work with both parties, which he mentioned in his brief remarks.

Republicans keep power for O.C. Legislature chair

Goshen - Orange County's newly empowered Democratic minority walked into the Government Center yesterday poised to achieve the unthinkable.
By forging an alliance with a pair of maverick Republicans, the 10 Democrats were set to win unprecedented influence in the 21-seat Legislature and rewrite the rules that have governed Orange County politics for decades.
But, in the end, the Democrats were unable to overcome rifts within their own ranks before the much-anticipated vote for Legislature chairman.
Talk of coalitions evaporated. Deals collapsed at the last possible minute. After weeks of intense powerbrokering, all 11 Republicans put aside their differences and elevated their Majority Leader, M. William Lahey of New Windsor, to the Legislature's most powerful post.
In taking the chairman's seat, the three-term Republican and former Democrat promised some power-sharing with the growing minority. Democratic lawmakers, however, could not hide their disappointment.
"We had an opportunity as a Democratic caucus to manifest some real power in this Legislature," said Harvey Burger, D-Newburgh. "We goofed. Our caucus couldn't get together."
For weeks, Spencer McLaughlin, R-Monroe, had been considered the lawmaker most likely to succeed former Chairman Alan Seidman, R-Salisbury Mills, who gave up the leadership post to spend more time with his family.
But McLaughlin's prospects faltered when Democrats picked up two seats in November and Legislator Frank Fornario, R-Blooming Grove, entered the race. That kicked off jockeying for the 10 Democratic votes, with each candidate promising key leadership positions to the long-disenfranchised minority.
Most Democrats lined up behind Fornario, whom they believed would run a more bipartisan government. But a small faction, led by Legislator Jeffrey Berkman, D-Middletown, argued for McLaughlin's appointment.
Moments before the vote, it became clear neither candidate had enough votes to win. In an emergency closed-door caucus, McLaughlin and Fornario pulled out, and the Republicans selected Lahey as a compromise.
The Democrats nominated Legislator Roxanne Donnery, D-Highland Falls, who lost in an 11-10 vote.
In taking the podium, Lahey asked for an end to partisanship and pledged "conciliatory kinds of things" in the future. The Republicans are expected to give Democrats leadership of two of the Legislature's standing committees.
"Eleven to 10 was nice today. I understand it," Lahey said. "I would hope that somehow we move ahead of that.

Bid to lead Legislature kiboshed by KJ stance

Monroe - As the county lawmaker representing a district that borders Kiryas Joel, Spencer McLaughlin has long criticized the Hasidic community's rapid growth and what he felt were the undue burdens it placed on the region's resources.
His criticism has resonated with like-minded residents of southern Orange County, but made him an arch-villain to Kiryas Joel's leaders, who believe there is more to his opposition than environmental concerns and have threatened to name him in a civil-rights lawsuit.
That adversarial relationship recently came into play in McLaughlin's unsuccessful bid to become Orange County Legislature chairman, costing him a crucial vote at a time when his Republican caucus has few to spare.
McLaughlin, a lawyer who has served on the Legislature for 15 years, emerged late last year as the Republicans' leading choice for chairman. But Thursday, after many days of back-and-forth negotiating among the 21 lawmakers, he stepped aside and made way for Bill Lahey, a chairman all 11 Republicans could agree on.
Nine Republicans had supported McLaughlin. But one dissenter, Frank Fornario, challenged him for the job and won the support of Michael Amo, who represents Kiryas Joel on the Legislature and couldn't have backed McLaughlin.
"He has a position that's contrary to my constituents'," Amo explained yesterday.
Amo said he worried McLaughlin couldn't rule without bias against Kiryas Joel. He also said he liked the leadership philosophy Fornario espoused while competing against McLaughlin for the post.
As the leadership race was heating up, each county lawmaker received a bundle of news clips tracking McLaughlin's position on Kiryas Joel matters over the years, along with court papers portraying his opposition as anti-Hasidic bigotry. Attached was a brief, anonymous letter opposing his promotion to chairman.
McLaughlin said yesterday that lawmakers from both parties called him after receiving the packages to express support for him.
"All that really accomplished is it made them furious," he said.
He said it hurt to be described as a bigot, especially after fighting anti-Semitism and other forms of discrimination with the New York City Human Rights Commission, where he worked for 12 years.
His problem, he said, was not with the people of Kiryas Joel, but with their leaders.
"I want them to behave and act and be held to the same standard as other communities," he said
