Mills: Don't Believe The Hype
Former Republican state Assemblyman Howard Mills, in a massive blast e-mail to reporters, GOP leaders and other various and sundry contacts in his address book, refuted recent reports (which first appeared in City Hall News) that he's considering mounting a challenge to freshman Democratic Rep. John Hall in the 19th CD last fall.
Mills' note reads as follows:
''All,
Just a quick note to let you know that the media reports that I am considering running for Congress are not true. I am not running. Attached is my statement this morning to the media.''

The statement to the media, which appears in full after the jump, is addressed to Times Herald-Record reporter Alexa James, who followed the Mills story today.
In it, Mills acknowledges that he has been approached by supporters who want him to run, but he has explained each time that he is ''not seeking to re-enter public life at this time,'' adding: ''I have a young family, and the demands of serving in Congress - were I to be elected - is not something that my wife, Erin, and I want at this stage in my life.''
First Andrew Saul, now Mills. It's back to the drawing board for the NRCC in the 19th, I guess.

As you report today, I have been urged by many supporters to run for the 19th Congressional District next year. I am grateful for their encouragement and honored by their confidence in me.
In all of these conversations, however, I have explained that I am not seeking to re-enter public life at this time. I have a young family and the demands of serving in Congress, were I to be elected, is not something that my wife, Erin, and I want at this stage of our life. In addition, I have a rewarding and exciting position with Deloitte & Touche and wish to continue my private sector career.
As it would not be fair to my supporters and to other announced or potential Republican candidates in the 19th C.D. to allow this speculation to continue when my wife and I have never wavered in our thinking, I wish to be clear and quick in announcing that I will not be a candidate for Congress in 2008.

Former Pataki Aide Mulls Congressional Bid
GOP insiders say Michael Finnegan, a close personal friend and former top aide to ex-Gov. George Pataki, is thinking of throwing his hat into the ring to challenge freshman Democratic Rep. John Hall in the 19th CD.
Finnegan initially turned fown the NRCC when it approached him months ago to gague his interest in running against Hall, but he has been reconsidering of late - even before wealthy businessman/MTA Board member Andrew Saul dropped out of the campaign last week.
Since Saul's departure, a number of GOP names have surfaced as potential Hall opponents, including: Iraq War vet Kieran Michael Lalor, who formally announced over the weekend; former Congressman Joseph DioGuardi, Assemblyman Greg Ball, Orange County Executive Ed Diana and the woman Hall ousted last fall, Sue Kelly.
Former White House spokesman Ari Fleischer was once reportedly eyeing a run in the 19th and seen as a ''dream candidate'' by the NRCC, but he has denied interest in the race. Another longshot candidate whose name gets tossed around sometimes: Emily Pataki, daughter of the former governor.
Finnegan, goes way back with George Pataki. They met in Peekskill and were partners in the firm of Plunkett & Jaffee. Finnegan managed Pataki's successful campaigns for mayor, Assembly and Senate and then chaired his 1994 bid for governor. After he defeated Gov. Mario Cuomo, Pataki tapped Finnegan to serve as his first chief counsel.

GOP Between a Rocker and a Hard Place in NY Seat

A well-funded challenger to freshman Democratic Rep. John Hall dropped out of the race Thursday afternoon, leaving Republicans scrambling to find a candidate to reclaim New York's Hudson Valley-based 19th District.
Andrew Saul, who put together nearly $800,000 for his campaign, cited ''personal reasons'' in a brief release announcing his decision.
Hall, who wrote the hit song ''Still the One'' for his 1970s rock band, Orleans, defeated longtime Republican Rep. Sue W. Kelly, 51 percent to 49 percent, in 2006. CQ rates the race ''Leans Democratic.'' But President George W. Bush beat Democratic nominee John Kerry , 53 percent to 45 percent, in the district in the 2004 race for the White House, and Hall is considered to be one of the most vulnerable Democratic incumbents.
The first-term incumbent already has topped $1 million in fundraising, which could be a deterrent to possible GOP challengers. They may also be wary of running in a presidential election year in which the GOP could have a conservative Republican atop the ticket and New York Sen. Hillary Rodham Clinton could drive Democratic voters to the polls, if she is the nominee.
Several Republican names surfaced immediately as possible standard-bearers for the GOP in the district. The list of potential contenders includes state Sen. Vincent Leibell, Assemblyman Greg Ball, Orange County Executive Ed Diana and Michael Finnegan, an investment banker and longtime aide to former New York Gov. George E. Pataki, according to a Republican operative and interviews conducted by CQ Politics.
''I will be running for the congressional seat, but I haven't made a decision yet whether that is this year or in a future year,'' Ball told CQ Politics. ''When I decide to run for a seat, I give it 110 percent and I intend to take John Hall out with a grassroots movement that will be able to overcome any blue tsunami that's out there. When I decide to run, he'll know it and everyone else will know it.''
But Ball is concerned about the electoral outlook for the GOP in the 2008 election cycle.
''George Bush has not only hurt the Republican Party, he's left the nation without leadership,'' the Republican state lawmaker said. ''It's going to be a tough year to run as a Republican at the national level.''
Leibell declined to take himself out of the mix.
''Right now, I'm running for the Senate. I don't think anything gets ruled out.''
He said the party is likely to try to consolidate support behind one candidate to avoid a rough primary fight.
