Rose in full bloom! Levin and developer ink deal on eve of Council vote
Williamsburg Councilman Steve Levin dropped his opposition to a controversial
waterfront project after the developer agreed to increase the number of family
sized apartments — and price all of the 74 large units at below-market
rates.
The agreement comes just days after Rose Plaza developer Isack Rosenberg had
already agreed to set aside 30 percent of the entire 774-unit development as
''affordable,'' a
demand made earlier in the week by Levin.
The negotiations cap a whirlwind week for Levin, whose opposition to the
project forced the developer to significantly alter his original proposal from
20 percent below-market units, with 30 three-bedroom and zero four-bedroom
apartments.
Now the project has 60 three-bedrooms and 14 four-bedrooms — larger
apartments that are highly sought after by Hasidic families who live in the area
near the proposed development along Kent Avenue near Division Avenue.
Rabbi David Niederman, a member of the Community Board 1 Land Use Committee,
said that affordability was the most important component for a successful
project.
Before the agreement with Levin, Hasidic groups were still mobilizing to
thwart the rezoning despite the agreement. A group opposed to the project
distributed a flier in South Williamsburg calling for a ''mass protest'' in front
of Rosenberg's Ross Street home, warning that ''money-hungry developers are
bringing in the heart of Williamsburg 800 apartments for yuppies/artists.''
At 8 pm, about 100 children and 50 adults demonstrated against the project,
evidence that the project, four years in the making, has amplified deep
divisions within the Hasidic community as it advanced through the city's
land-use review process over the past six months.
Community Board 1 and Borough President Markowitz previously rejected the
plan — and Levin kept making demands for more affordable housing and larger
units. His vote will be key on the Council, which often defers to a local
lawmaker on land-use issues.
Rosenberg's lawyer Howard Weiss was careful not to weigh into the political
and religious ramifications of the rezoning fight, instead congratulating Levin
and the parties involved for reaching an agreement before today's Council
Land-Use committee vote.
''We are grateful for everyone's effort and looking forward to Rose Plaza
being developed,'' said Weiss. ''We have tried throughout the entire process to be
responsive for this project to work for everyone.''

Williamsburg, NY - After Big Win, Rookie Councilman Now Fights Bloomy on Domino
Williamsburg, NY - Less than two weeksafter winning a big political and policy victory on the Williamsburg waterfront, rookie Councilman Steve Levin is now after a bigger fight against a stronger opponent — he wants changes in a $1.2-billion Domino Sugar redevelopment that is backed by a wily veteran named Mike Bloomberg.
Levin has called the 2,200-unit proposal ''simply too massive'' for the site of the former sugar refinery along Kent Avenue.
''We're looking at 6,100 to 6,700 new people in the neighborhood as the result of this development,'' said Levin. ''I don't believe that the neighborhood has the infrastructure, public transportation, and capacity for that level of vehicular traffic to sustain that type of influx of people.''
Levin wants to reduce the density of the project, add get the number of below-market-rate units above the promised 30 percent, reduce the number of underground parking spaces by nearly half, and create more open space on the 11.2-acre site.
Mayor Bloomberg is a strong supporter of the Domino project. But Levin is fresh off last week's settlement with the developer of Rose Plaza, a nearby development that was bigger, had fewer affordable units and included none of the coveted family-sized units before Levin got involved in the negotiations.
Levin has the backing of his mentor, Brooklyn Democratic Party boss, Assemblyman Vito Lopez (D-Williamsburg), who is opposed to the current project — and who has been lobbying councilmembers behind the scenes for 1,000 affordable units instead of the 660 proposed by Domino's developer Community Preservation Corporation Resources.
''Vito has taken a real leadership role with regard to this development in particular in a very long time,'' Levin said. ''Going back to when I was working for him early on, he was advocating for these issues. I want to emphasize as much as possible that he is very much a driving force in making sure that there be responsible development here.''
Not all the dominoes are lining up the way Levin and Lopez want.
Borough President Markowitz has backed the plan. And last weekend, Bloomberg jumped into the fray, calling out Levin and Lopez for standing in the way of development along the Williamsburg waterfront. But Levin's vote is key, as councilmembers typically defer to the wishes of the member in whose district a project resides.
But Levin isn't backing down, challenging the mayor to accommodate the tens of thousands of new residents and congestion on the roads and two subway lines near the project.
''If the mayor is in favor of it and wants to see it happen, [his administration] has to put its money where its mouth is and pass transportation modification,'' Levin said. ''You can't fit on the Bedford L train now as it is.''

A controversial e-mail from a Satmar Hasidic rabbi that urged opponents to vote down a divisive Williamsburg development project may have been fabricated!
Rabbi David Niederman — and dozens of supporters — blasted our online story on Friday that Niederman, a prominent leader of the Zalmanite faction, had sent an e-mail telling his fellow Community Board members that ''we have to stop the Rose Plaza proposal'' on the grounds that ''it would be a major boost'' for developer Isack Rosenberg's Aronite charity, the Central Jewish Council.
The Central Jewish Council competes against Niederman's United Jewish Organization for government financing.
But regardless, Niederman said, the e-mail was a complete fabrication — created by someone who wanted to cast doubt on Niederman's opposition to the Rose Plaza project, which initially called for 801 units — 20 percent of which were below-market rent and none of which were larger than two-bedrooms.
''Whoever did this wanted to trick people into thinking that the issues that I was concerned about — affordable housing and the size of the apartment units — was just a smokescreen and that I really opposed the project because I'm a Zali and Rosenberg is an Aroni.''
All eyes are on board member David Weinstock, who claims he received Niederman's e-mail in Dec. 3.
On Friday, Weinstock stuck to his story — and denied creating the toxic missive.
''I got the e-mail,'' he said. ''I guess I got it by mistake. They're out to destroy [Rosenberg], demolish him and punish him, to deprive him from the right to make money [on the Rose Plaza Project] because he is not with them.''
Although the e-mail's authorship remains in doubt, the controversy over its existence shed new light on the fissure inside Williamsburg's largest Hasidic community — which split four years ago in a power struggle between the late Satmar Grand Rebbe's two surviving brothers, Aron and Zalman Teitelbaum.
Rosenberg, one of the primary financial backers of the Aronite clan, has wanted to turn his Certified Lumber site on Kent and Division avenues into the mixed use complex. But with Niederman leading the fight, the proposal ran into opposition from Community Board 1, Borough President Markowitz and Councilman Steve Levin (D-Williamsburg).
Niederman's fight to add more below-market-rate units and add more family-sized units eventually won the day, and the project now includes 30 percent affordable units, plus dozens of three- and four-bedroom apartments.
As a result, the Council approved the proposal on Wednesday by a vote of 47-1.
