State police honor two from Sullivan

ALBANY, NY — State Trooper Tim Dowling and Sullivan County Fire Coordinator Richard Martinkovic were among two dozen people honored for bravery and public service at the New York State Police 28th Annual Awards Day on May 20.

Dowling, who is stationed at the Troop F, Narrowsburg satellite, was awarded the Superintendent's Commendation Award for escorting six children and four adults from the second floor of a smoky Main Street house fire in Narrowsburg on February 17, 2003. According to the commendation, Dowling also extinguished the mattress fire and later determined its cause. ''Trooper Dowling's quick actions, putting himself in harm's way, resulted in the rescue of 10 individuals, and kept this incident from further disastrous consequences.''

Sullivan County Fire Coordinator Richard Martinkovic was given a Certificate of Appreciation for volunteering to aid troopers at the Liberty barracks with overwhelming radio and telephone traffic on November 23, 2003, after State Police Sergeant Jeffry T. Edelson was killed in an on-duty motor vehicle accident. A commendation read, ''His willingness to lend whatever assistance possible on such a tragic and emotional

Bus rolls in Mongaup River

FERNDALE, NY — State police say a commercial bus carrying at least 49 passengers crashed into the Mongaup River off County Road 71 early Sunday morning after the driver lost control on a steep downgrade in the Ferndale-Loomis Road.

Its passengers reportedly were a school group of teenage Orthodox Jewish girls coming from nearby Camp Gila. Police said 49 passengers were treated for minor injuries. Other reports listed the number at 54.

Police said driver Joel Fisher, 23, of Brooklyn, lost control on the hill, traveled through the intersection and a guardrail and down an embankment into the river. The impact of the crash was said to have been reduced as the bus struck a water main crossing the river and rolled to its side.

Fisher was ticketed for Speed Not Reasonable and Prudent and is to appear later in Town of Liberty Court

Village, town to reach deal on water use

Liberty – The village plans to give the town a break on the emergency water supplies it has been pumping into the Ferndale district over much of the past week.
Town water to the district, which supplies more than 250 customers, has been out since early Sunday when a bus carrying a group of 54 Orthodox Jewish school girls on holiday veered out of control and plunged into the Middle Mongaup River. There were many injuries but no fatalities.
It is the damaged water pipe which is credited with breaking the descent of the bus and preventing a more serious outcome.
Supervisor Frank DeMayo said the village has been supplying the town with about 100,000 gallons per day since the accident. He expects to have the repairs to the water main, which will be covered by insurance, complete on Tuesday.
In the meantime, the town is running up its water bill with the village, which charges just more than $800 for the first 180,000 gallons and $4.54 per thousand gallons after that. Large industrial users also pay $2.79 per thousand gallons of water used beyond 1 million gallons.
"We should come to some kind of agreement with the town in case it ever goes the other way," said Trustee Thomas Sprague at the Village Board meeting Wednesday.
Mayor William "Rube" Smith said he, water department chief Ken Hessinger and water plant operator Russell Ahrens would be meeting with Town officials this week to sort out the billing situation.

Liberty – More charges could be filed in the bus crash that injured 54 teenage girls, police said yesterday.
State police in Liberty are awaiting the findings from their own investigators and from a state Department of Transportation bus inspector before making the final determination.
They need the mechanical inspection to figure out just why the commercial bus careened down the steep hill at the bottom of the Ferndale-Loomis Road and plunged into the Middle Mongaup River early Sunday morning.
Police put the number of injured at 49, but hospital and EMS personnel had a total of 54 patients.
The bus was owned by Brooklyn-based Excellent Bus Service Inc. The driver, Joel Fisher, 23, of Brooklyn, was issued a ticket charging speed not reasonable and prudent. Investigator Richard Mazzone said Fisher was properly licensed to drive the bus. Police are investigating Fisher's level of experience.
A woman who answered the phone at the Orthodox Jewish girls' school, Bais Yaakov of Spring Valley, said all of the girls are recovering from their ordeal.
The entire school, close to 400 girls age 14 to 17, went up to Sullivan County for an annual retreat. Teachers also went on the retreat, which is meant as a bonding experience for the students and school. The school's principal didn't return a message asking for more information.
A bus accident is a camp owner's greatest fear, says Meir Frischman, who owns Camp Agudah, minutes away from the intersection of the bus accident. Their buses often use Ferndale-Loomis Road.
"We live with that everyday," says Frischman who is also the director of the Association of Jewish Camp Operators in Sullivan County.
And, he added, it's an accident that might have been avoided if another bus company had been used.
"Price-wise, they use them because they're cheaper," says Frischman. "I don't know any large camp that uses this company."
Frischman says he and the 75 to 80 Orthodox Jewish camps in the county use big companies like Coach USA.
"Better buses, more experienced drivers," he said, adding that renting a bus for the trip from Brooklyn to Sullivan County costs $675.
Frischman said newer buses, a year or two old, hold 57 passengers. Older buses hold no more than 49.
It's not yet clear what the capacity of the bus involved in the crash was – or whose bus, exactly, it was.
Police said the bus was registered to Excellent Bus Service of Brooklyn. The company is also listed in Monroe. The bus itself bore the name of Netzach Transportation, a company based in Kiryas Joel in Orange County.
Both Excellent and Netzach declined comment when reached by phone yesterday.
Orange County Planning Commissioner David Church said the two companies routinely lease each other's buses. Netzach likely leased the bus from Excellent, with a long-enough lease that Netzach could put its insignia on the side.
Meanwhile, the state Department of Environmental Conservation is dealing with roughly 100 gallons of diesel fuel that spilled from the bus' tank into the Middle Mongaup.
DEC regional spokeswoman Wendy Rosenbach said the DEC has hired Tri-State Environmental of Hawthorne for the cleanup. They'll use absorbents and set up booms to skim the fuel off the water in the river, to minimize damage to plant and animal life.

HASIDIC GIRLS HURT IN UPSTATE BUS CRASH
May 24, 2004 -- A bus filled with Hasidic girls on their way home from an upstate religious retreat crashed through a guardrail and flipped over into a creek, seriously injuring several of the youngsters, officials said.
Dozens of the bloodied teens - including some from Borough Park in Brooklyn - rushed to exit through the front window of the bus after it came to rest at the bottom of an embankment of the Middle Mongaup River, authorities said.

At least one of the girls suffered a ruptured spleen, and another likely had a concussion, an emergency medical official said.

The accident occurred at about 6:15 a.m. on Ferndale-Loomis Road, near Exit 101 on Route 17, in Sullivan County, officials said.

The driver lost control of the vehicle as it reached the bottom of a steep hill, police said.

The bus then crashed through the rail and ran over a water main before flipping into the creek about 25 feet below, authorities said.

The fact that the vehicle ran over the main, thus losing momentum and slowing it down, likely saved lives, officials said.



There were up to 40 girls on the bus, including those from a senior trip from the Bais Yakov school, which has a branch in Borough Park, officials said. Other girls were from Monsey in Rockland County.

Three hurt when charter bus crashes into river
LIBERTY, N.Y. -- Three teens were seriously injured Sunday when their charter bus rammed through a guardrail, slid down an embankment, then slammed into the Middle Mongaup River.

The bus, carrying about 50 female students returning from a religious retreat, crashed just after 6 a.m. when the driver lost control at the bottom of a hill, police said.











Two of the girls were taken to Westchester Medical Center where they were in stable condition with head injuries. The third girl, who suffered an abdominal injury, was taken to Hackensack Medical Center. None of the injuries were considered life threatening.

The students, ranging in age from 14 to 18, were heading back home to Rockland County after spending the weekend in Sullivan County for a Shabbas retreat.

The bus, one of five in a convoy belonging to Excellent Bus Service Inc. of Brooklyn, skidded down the embankment on a large water main that emergency management officials said actually lessened the impact of the crash.

Many of the girls aboard the bus suffered minor injuries and were treated at area hospitals.

The cause of the accident, which happened about 88 miles northwest of New York City is under investigation. Police said the bus's 23-year-old driver was charged with driving at an unsafe speed.
