January 11, 2006 Homes to be built on Lake Anne Club A group of investors has joined forces with the owner of one of southern Orange County's biggest chunks of prime real estate to build homes on the 862 acres that used to be Lake Anne Country Club. Hal Greene, whose family has owned the Blooming Grove property for decades, says he has struck a deal with his new business partners one of whom is Ziggy Brach, a prominent member of the opposition movement in Kiryas Joel. The partners will share ownership of the land and split the profits from the sale of the houses they expect to build. The land was signed over Monday to the partnership, Keen Equities. Investors ink deal on Lake Anne land

Blooming Grove - A group of investors has joined forces with the owner of one of southern Orange County's biggest chunks of prime real estate to build homes on the 862 acres that used to be Lake Anne Country Club.
Hal Greene, whose family has owned the Blooming Grove property for decades, says he has struck a deal with his new business partners - one of whom is Ziggy Brach, a prominent member of the opposition movement in Kiryas Joel.
The partners will share ownership of the land and split the profits from the sale of the houses they expect to build. The land was signed over Monday to the partnership, Keen Equities.
The group hasn't decided how many homes to propose, although Greene estimated around 200 and one investor suggested 250 to 300.
The deal might finally resolve the fate of a vast expanse off Clove Road near the Route 208 intersection that has inspired one development dream after another, perhaps the most bizarre being a Chinese theme park. Greene, who inherited the land after his father, Marvin, was murdered in 2000, says he has met with a steady stream of suitors in recent years.
Town officials have worried about the potential for a massive development, partly because it would mean more cars emptying onto an already-congested Route 208. In 2003, they declared a building moratorium, and have since revamped Blooming Grove's master plan and zoning to better control growth.
Another concern, voiced privately, is that Lake Anne would become an outgrowth of Kiryas Joel, the densely populated Hasidic community on the other side of Schunnemunk Mountain. Just over a year ago, some residents petitioned to form a Village of South Blooming Grove, hoping for greater zoning control over Lake Anne and other large, undeveloped tracts. Greene and landowners sued to void the petition; the case is pending.
Greene worried his deal would generate the same anxiety that followed the sale of ACE Farm two years ago, when an upstate businessman acting as a front man helped Kiryas Joel developers buy the 140-acre property just outside Kiryas Joel. "This is not KJ; this is not a front for KJ," Greene said. "This is not another ACE Farm situation."
Some of Greene's investors are Hasidic, including Brach, a prominent member of the opposition movement in Kiryas Joel. But both Greene and Brach say they plan to build homes that conform to Blooming Grove's zoning, which rules out the sort of densely packed condominium buildings typical of Kiryas Joel.
Greene said there are about 15 investors, and confirmed that they paid him $7.5 million to share ownership of the property. His family retains a share of 18 percent to 22 percent, he said.
He didn't know all his new partners, saying he mostly dealt with two - Israel Lefkowitz and Joseph Strulovitch - and their lawyer, Leo Salzman of Brooklyn. He said he had spoken with Brach on earlier occasions to discuss selling the property, but didn't know Brach was part of this new venture until a reporter told him yesterday.
Brach, an electronics mogul who lives in Brooklyn and just outside Kiryas Joel - in Woodbury - said his share of the Lake Anne project is 10 percent. He speculated it might take six months to a year to introduce building plans and four or five years to bring them to fruition.
