Rabbi Shmuel Miller / Los Angeles
Satmar and the future of Yemenite Jews
On November 15, 2007 I received an email from Ishaq Haim Freund, the director of ''the organization to save the Jews from ,'' informing me that a ''very religious Jewish'' Yemenite girl had been abducted from her parents' house. In subsequent emails and phone calls, Mr. Freund described their project to evacuate all the Jews from to the Satmar community in the . He wrote: ''The Jewish community is thinking of getting away from the country to any place they can,'' and he stated that if the emigration service would not provide visas for the entire community, at least all the children and teenagers should be brought under Satmar custody to prevent future persecution, abduction and forced assimilation.
The way Mr. Freund spoke about the Yemenite Jews was extremely paternalistic. His claims seemed exaggerated and his language was cruelly racist. I suspected I wasn't hearing the whole truth, especially when he rejected my offer to broker a settlement between the local sheikh and the parents of the girl, and canceled a meeting with the New York rabbis. But the only way to verify the claims and evaluate the facts was to travel to and investigate. So on December 5, I flew to Yemen and, after a night in Sana'a, spent three weeks in the Yemeni villages where the Jews live, interviewing many of them about the most recent event. I needed to be very cautious: I had to balance my desire to prevent the Yemenite Jewish community from being up-rooted and torn away from its glorious heritage and culture, while at the same time I wanted to protect their safety.
My host was the son of an honored notable, and many heads of various families came to visit me at his house. On the Sabbath I spoke with additional people after services in two different synagogues. Everyone I spoke to – including two of Mr. Freund's workers – agreed that Ninawa, the young Jewish woman, was not abducted but voluntary left the home of her father to marry a young Muslim man and convert to Islam. On a Friday, Sabbath eve, she left the home of her father with her future husband who was waiting for her in a car.
That same night her father, accompanied by a number of local Jewish people, went to the home of a Muslim man, Hamid Serran, to speak with her. She told them clearly that she did not want to return to her family. However Fayis al-Jarady, one of Mr. Freund's workers, went to the American Embassy where he introduced himself as the ''rabbi of the community,'' and claimed that the girl had been abducted. He then asked for help to return her to Judaism and her family. In an email corroborating this, Mr. Freund had written to me on November 15: ''the Yiddish Kehila is demanding that the Federal Government send their security staff to take her to Sana'a.''
The following week a meeting took place at the A'mrane Governate office, presumably under pressure from the Ambassador. Morri Sai'd Al-Amar, the local rabbi, was very reluctant to attend the meeting because he felt that it had already become clear on that first evening that Ninawa had left voluntarily, and now undue and unwelcome pressure was being exerted on their Muslim neighbors. In the presence of the governor Mr. No'am Doweed, Mori Sai'd, and Mr. Freund's employee Fayz Al-Jarady, Ninawa repeated her earlier statement: ''I ask to be let alone with my husband.''
When they learned that Fayz Al-Jarady had gone to the American Embassy asking for help with forcing Ninawa to return to her family, a huge number of armed local tribesmen gathered together. Thanks to the slaughter of an ox by the Jewish community and the efforts of the local sheik, violence was avoided, and although some animosity remains, the traditional good relations between the Jewish people and their neighbors are gradually returning.
I communicated this to Mrs. Hala Rharrit, political officer of the US Embassy, who then conducted her own investigation which corroborated my findings. But the State Department's special envoys responsible for monitoring anti-Semitism in do not speak Arabic. They haven't visited the Jewish villages, and they don't understand the local culture. Instead they have relied exclusively on the testimony of the Satmar activists who, along with their friends, are determined to encourage and facilitate the emigration of Jews to the under Satmar auspices.
The possibility of dangerous manipulation by the Satmar activists prompted me to investigate the situation of the children and adults living under their patronage. The young Yemenite Jews arrive at the very insular Satmar village with no English or Yiddish language skills and very limited knowledge of Hebrew. No Yeshiva or other learning institution is provided, and I sincerely doubt that they are getting the education they were promised, in Torah, in English or in mathematics, because their Satmar hosts do not have the skilled staff or the pedagogic resources to help them. .
I am aware of serious accusations against Satmar activists. I have testimonies that they are manipulating naive parents to relinquish custody of their children in order to make them available for adoption by childless families. Some of the children have been returned to their parents only after a courageous Yemenite woman retained a pro bono attorney, but other parents have not seen their children for years. There are rumors that certain ''educators'' are engaged in a variety of improper behaviors including forceful touching and harsh corporal punishment. A Satmar member was recently indicted for sexually assaulting a fifteen year old Yemenite girl. Because the Yemenite teenagers are not really integrated in the Yeshiva or able to fully participate in the Satmar community life, they are often sent out to solicit alms. (Satmar young men are also expected to raise money this way, but the case of the Yemenite children is different because they are beneficiaries of the charity, while Satmar adolescents are soliciting for other people in need.)
At a minimum a moratorium on further Jewish emigration from under Satmar auspices should be imposed until a more complete investigation of all these allegations has been completed. Rabbi Shelomoh Qorah, rabbi of the city of Bene-braq in , and the main leader of Yemenite Jews has asserted that supporting institutions of learning in is the only ethical way to solve the problem encountered by the Yemenites.
