In 1990, Congress created a new regulatory commission called The Ozone Transport Commission (OTC). OTC was developed to alleviate ground-level ozone problems in the Northeast United States. Effective July 1st 2009 Rhode Island and Massachusetts will now follow new Volatile Organic Compounds (VOC) regulations under OTC guidelines. The total number of VOC allowed must be below 350 g/l.

The solvents and reactive chemicals found in moisture cure polyurethanes begin to evaporate into the air soon after application. Immediate exposure to their fumes can lead to temporary irritation of the eyes, nose, and throat and cause annoyances such as headaches, nausea, and dizziness. Very high and/or long-term exposures can lead to more serious health issues such as organ damage, birth defects or pregnancy complications, chemical allergies, and, possibly, cancer.
