Southern Orange County summit set for today

Goshen – Top elected officials in an area swirling with controversy have been summoned to the Orange County Government Center today to meet behind closed doors with Orange County Executive Edward Diana.
Diana called the meeting Tuesday, saying in a brief letter to the mayors and supervisors that he wanted the group to "address many of the issues that are affecting the future of southern Orange County."
He didn't elaborate, and didn't respond to a request yesterday to explain what he hopes to accomplish by assembling the leaders.
Tension and anger have reached a fevered pitch in recent weeks, all generated by Kiryas Joel's plan for a pipeline to tap New York City's water supply and the prospect that the fast-growing, urbanized community of Satmar Hasidic Jews will expand outward into greener surroundings.
Three neighboring municipalities and the Orange County Legislature have passed resolutions opposing the water project. And three groups, including one from Kiryas Joel, are now talking about staking out new villages in Monroe, Woodbury and Blooming Grove to protect their interests.
Kiryas Joel Mayor Abraham Wieder said he plans to attend today's meeting and hopes to find common ground.
"I'm willing to go with an open mind, but so should they be willing to go with an open mind to listen," he said.
Blooming Grove Supervisor Charles Bohan also said he'll attend, but then he vented outrage at Kiryas Joel over apparent plans by a group there to incorporate a second Hasidic village just outside the first.
Bohan called the proposal – reported in The Sunday Record – a bluff, told to the newspaper by Kiryas Joel just to scare the neighbors.
"They can take their big bluffs to the toilet with them," Bohan said. "The best thing that they could do for themselves is pack up and go somewhere else."
Kiryas Joel stirred the water a bit more yesterday with a letter to Woodbury Supervisor Sheila Conroy, announcing plans to drill new municipal wells on five properties in Woodbury. The letter mentioned Woodbury and the county Legislature's pipeline opposition and seemed to send a message that stopping the project won't stop Kiryas Joel from growing – only force it to draw more of the area's limited ground water.
Conroy wouldn't comment, but Orange County Legislator Roxanne Donnery, D-Highland Falls – a leading pipeline opponent – expressed outrage at what she called an intimidation tactic.
"They're doing this to get everyone off them on the pipeline," she said. "They need the pipeline to expand. I think the intention is to grow any way they can, no matter what it does to the surrounding community."
Kiryas Joel Administrator Gedalye Szegedin, who wrote the letter, replied that the Woodbury wells have been planned since 2002 – long before the pipeline controversy erupted – and voiced dismay at Donnery's objections.

Diana meets with county leaders today
Goshen – Leaders of seven southern Orange County communities met with County Executive Edward Diana this afternoon to discuss issues that have been roiling the region.
Diana said after the two-hour, closed-door meeting that no specific proposals had been made to resolve conflicts centered around the Village of Kiryas Joel. But he felt that initiating a dialogue among community leaders was an important first step.
"I think it was a very productive meeting," Diana said. He promised to follow up by speaking to officials individually and to encourage further meetings. "We believe we should have continued dialogue," he said.
Officials from Monroe, Woodbury, Blooming Grove and four villages, Kiryas Joel, Harriman, Monroe and Washingtonville, attended the meeting at the Government Center.
Tensions have been running high over Kiryas Joel's plans to build a pipeline to tap New York City's water supply and proposals to annex land from neighboring communties. Further, three plans have emerged to create new villages in southern Orange County: one in South Blooming Grove, one that would take up much of the Town of Woodbury and one that would take in outlying areas of Kiryas Joel and create a new Hasidic community.

Leaders open communication on issues vexing southern Orange

Goshen – Municipal leaders from strife-ridden southern Orange County talked in one room for two hours yesterday in what County Executive Edward Diana called an important first step in a continuing dialogue.
But no specific solutions emerged, and one key participant, Blooming Grove Supervisor Charles Bohan, left Diana's office half an hour before the others, apparently dissatisfied.
"It's a disgrace," he said as he walked out.
He declined to talk about the meeting.
Diana said he assembled the mayors and supervisors from seven municipalities to spur a discussion and try to lower tension in the region, beset with controversy lately over Kiryas Joel's proposed water pipeline and potential expansion.
In a news conference after the closed session, Diana said the discussion touched on a wide range of issues – both the Kiryas Joel ones that have raised tempers lately and others that have long vexed Woodbury officials, such as traffic on Route 32.
He called the session productive – and mostly civil – and promised to follow up by talking to the officials individually and asking them to meet again.
"We believe we should have continued dialogue," Diana said.
On the question of Kiryas Joel's proposal to tap New York City's water supply, a project that has set off fierce opposition, Diana repeated his position that the county, rather than a single village, should be taking the lead and that the tap should serve a whole region.
"I believe if this project goes forward, it should be a countywide project," Diana said.
He also said he opposed incorporating new villages in southern Orange County, as three groups have talked about doing recently as the battles over Kiryas Joel's growth have grown.
"I have always believed there should be less government, not more government," Diana said.
The meeting brought together representatives from the towns of Monroe, Woodbury and Blooming Grove and the villages of Kiryas Joel, Monroe, Harriman and Washingtonville.
The participants dispersed while Diana spoke to reporters afterward, and most couldn't be reached for comment later.
Kiryas Joel Administrator Gedalye Szegedin said: "Leaders should have communication lines open all the time, and we appreciate the county executive taking the initiative. Kiryas Joel is always willing to communicate and understand the needs of its neighbors on any of these important issues."

Aug. 5 Public hearing on Woodbury village
There were few comments about the proposal to incorporate a village of Woodbury at last night's Town Board meeting.
The subject was overshadowed by talk of the next step in the fight against Kiryas Joel's proposed pipeline tapping into New York City's water supply, and the Hasidic village's recent plan to drill wells in Woodbury.
Get people in the city involved in the pipeline issue, urged county Legislators Roxanne Donnery and Frank Fornario, and members of the Southern Orange County Alliance, a grass-roots group fighting the pipeline.
Supervisor Sheila Conroy said as far as the wells were concerned, she didn't care for the "psychological warfare" being waged by Kiryas Joel. "We will do everything in our power to preserve the character and zoning of Woodbury," she said.
The Town Board scheduled an Aug. 5 public hearing to discuss the validity of a petition to incorporate as a village that residents submitted to Conroy on Monday.

Orange County Executive Edward Diana spent two hours behind closed doors yesterday with town and village officials from southern Orange County to begin a dialogue concerning several contentious issues that have caused a rift among some communities in that area of the county.
They talked about the Southeastern Orange County Traffic Task Force, the New York City aqueduct and proposed pipeline from New Windsor, annexation in southern Orange, sales tax collection, Woodbury Common traffic, the future of Metro-North parking and a new train station, and general growth issues.
While there were no concrete decisions coming from the session, Diana told reporters afterwards that he has an opinion on one subject, that on the possibility of a second village like Kiryas Joel in that area of the county.
''I have always believed there should be less government, not more government anywhere, and certainly when I look at the potential of other villages sprouting up in Orange County, I would be opposed to that,'' he said. ''I think we have enough governments, enough municipalities, 40 in number today, so I wouldn't encourage that.''
Diana said the meeting was cordial, although there were some instances of raised voices.
He plans on holding other such sessions to continue the discussions about the key issues

Seeking calm on KJ pipeline
Orange County Executive Edward Diana has taken a proper leadership role in trying to forge a solution.
Orange County Executive Edward Diana stepped into a political hornet's nest last week when he convened a meeting of municipal leaders from southern Orange County, which lately, with all the talk about creating new villages, has seemed more like the Balkans.
It was a display of much-needed leadership on Diana's part and one that should continue even after tempers cool, which one sincerely hopes they do.
The catalyst for the meeting was the hostile debate in that part of the county over a proposal by the Village of Kiryas Joel to tap into the New York City aqueduct. That search for water has escalated into heated arguments over the village's growth and its impact on neighboring communities. It has also degenerated into some stereotyping and criticism of residents of the Hasidic village for who they are rather than what they seek to do.
When the debate rushed past thinly veiled bias towards KJ to talk (on both sides) of creating new villages to thwart opposing viewpoints, things were clearly threatening to careen out of control. A meeting of the minds – even closed ones – was needed.
Diana invited elected officials from the villages of Kiryas Joel, Washingtonville, Harriman and Monroe and the towns of Monroe, Woodbury and Blooming Grove to the mini-summit. All the municipalities attended, which is a good way to start.
The executive made two key points following the meeting:
- Orange County does not need more levels of government. Residents of Blooming Grove and Woodbury, who are talking about forming villages to thwart Kiryas Joel's growth, are needlessly complicating matters and adding more fuel to the fire. The same goes for Kiryas Joel residents who are contemplating a second village bordering KJ to accommodate future growth.
Diana's right. It's hard enough to get cooperation in New York with its home rule laws and multiple layers of government without tossing three more elected bodies into the mix.
- The county should take the lead on tapping into the New York water source, if that's what's needed, so that the pipeline serves the entire region. New York officials have said they wouldn't sell water to KJ if it planned to allow neighboring communities to tap into the supply, even in emergency situations. However shortsighted that policy may be, it would seem that a bid by Orange County to get access to the aqueduct would avoid it.
So by all means, Diana should get his planning department and Water Authority on the case. With all the expertise and resources the county can bring to the process, compared to any one municipality, it should be able to devise a regional solution to the perennial water problems in southern Orange.
But we would point out that this is far from a new issue and in trying to tap into the city water supply, Kiryas Joel was only doing what any other government body in the area could have done, but didn't.
Diana plans more talks, individually and as a group, and they will include other topics, such as traffic and transportation. This is an encouraging and appropriate role for county government. We also would hope that the next time this group meets, it will be in public since the participants are discussing issues affecting all county residents.

KJ pipeline could be key to area's water ills

The Kiryas Joel Alliance is a union of independent Kiryas Joel citizens and is not associated with the village government. The Kiryas Joel Alliance believes that as a people we ought to live in peace with our neighbors. We also believe that every effort be made so that our unique growth pattern shall have little impact on our neighbors.
Self-sufficiency has been a common element with residential developments among many local planning boards, in alleviating concerns that "excessive" growth would overwhelm existing town infrastructure. The more this community grows, the more self-containment provisions it ought to implement for the consideration of its neighbors; a pipeline would do just that. The people of our neighboring municipalities choose to live in a countryside environment and desire to preserve that character of their communities; these wishes should be and indeed are appreciated and respected.
Now on the other hand, if the people of Kiryas Joel by their beliefs live in a way that brings about increased density and urban or suburban environment within their community, that may be better respected when a sincere conscience exists to self-contain the consequences of their way of living to their own community. Accordingly, the very problem here is not "growth," it is the "impact," and a pipeline would address just that.
Self-sufficiency or self-containment is key to sustainable growth and is precisely what needs to be done if we are to achieve our desire to lessen impact on our neighbors to its minimum. The people of Kiryas Joel, by their customs, beliefs and way of life, do have a high growth rate. This growth rate is not self-created by strategically or premeditatedly bringing in more and more people to relocate into this village; no, it is simply created by the mere practice of everyday life the way we believe in. Hence, if growth will continue, it will continue with a pipeline or without, whether it means receiving tanker trucks every Friday or every day.
However, the problem is not merely growth, it is also the impact such growth would have on our neighbors; the problem is overburdening resources; and the problem also is the need to be responding to an approaching human crisis, and this all is exactly what a pipeline would remedy.
Furthermore, the Kiryas Joel Alliance indeed supports a regional solution and believes that the installation of this 13-mile pipeline should be the groundwork for that. New York City's water supply is available to all of us by statutory right; however, it is the "access" to this available water supply that southern Orange County does not have yet. With a project that will provide for that "access," the issue is not the sharing of water, but the sharing of water transit facilities; namely, the pipeline.
The state of New York's Water Supply Act of 1905 authorizes every municipality that is situated in a county through which the city's aqueducts transverse, to take their water supply from the city's water system, as of right. More than 75 municipalities throughout upstate New York – including the City of Newburgh, Town of New Windsor and Cornwall-on-Hudson – are taking advantage of this statutory right.
However, despite proposals from former and current county administrations, a regional water pipeline has not yet been constructed to address the water issue for southern Orange County, thus, the means for tapping into the Catskill Aqueduct simply does not exist. If the Village of Kiryas Joel is now willing to undergo the pain that it takes to implement this long-awaited but complex and costly project, and among others obtain a federal grant in the amount of $20 million that will cover more then two-thirds of the project's total cost, it is worthy of being received with hope and anticipation.
With the water transit infrastructure in place, the opportunity should now be open to neighboring municipalities to apply to the City of New York for their share of water under the Water Supply Act of 1905.
The Kiryas Joel Alliance commiserates with those concerned about the inconveniences a pipeline project may cause during the interim construction period, and trusts that these people will understand that we are sharing issues that only together we can work on effectively, for the mutual welfare of our communities. The Kiryas Joel Alliance, while it does not posses official negotiating power on the issue, does extend its invitation to concerned parties to listen to their concerns and discuss the issue in a collaborative spirit.
The Kiryas Joel Alliance would like to make it very clear that this letter is the first and hitherto the only public opinion made by the Alliance on the issue in question, and other than this letter, we did not partake in the subject debate in any way. This letter should not be construed as an endorsement or confirmation to any statements voiced by either side of the debate. Furthermore, the Kiryas Joel Alliance has not seen the data pertaining to the current and projected capacity of Kiryas Joel's present ground water supply system or the viability of alternative solutions if any.
The Kiryas Joel Alliance is hopeful for an epoch of good neighbor-ship and mutual collaboration for the good of us all.

An open letter to our neighbors in Kiryas Joel

You guys need to have a block party and invite the neighbors.
Really.
Because we have a situation here. We've got people in Orange County saying "those people" when they talk about you. Or "parasites." And we've got your village leaders accusing folks of being anti-Semitic, anti-Hassidic and kind of like Hitler.
None of this is good, and it's only going to get worse unless you have a party and break some bread with your neighbors.
What a stupid idea, you might be thinking. Who'd come? I will tell you who'd come. I would.
Listen, you've been seeing some letters in our paper from people who don't seem to like you too much. But how do you think we got to this situation in the first place?
I'll tell you how – and people of Kiryas Joel, please keep an open mind here. We got to this point because, from the beginning, you never seemed to want anything to do with people outside your own community.
You say it's part of your culture not to mingle. You call it tradition. And I suppose there are passages in the Talmud that limit how you interact with others.
That's important to you, I understand. I know your men don't meet my eye out of respect for their own wives, not out of contempt for me. But you must understand that, from the perspective of your neighbors, that just comes off as plain rudeness.
We're talking about perception here.
Listen, I've gotten to know – a very little bit – a couple of your villagers. And I like them. We have e-mail exchanges. We argue political points, with respect and good humor. We each try to understand where the other is coming from, not always successfully, but always with a nod to each other's utter sincerity.
I don't know if I'd say we're pals, exactly, but it's two people getting to know each other. Meeting halfway.
The problem is, we don't have a lot of people getting to know each other around here. And that gets us entrenched in this "us versus them" business.
You might think we're all jerks. Sure, some of us are jerks. But you know those people writing letters to the editor, the ones calling you "those people"?
Well OK, I don't know them personally, either, but it's my bet that they're the kind of people who'd give the shirt off their backs to help a stranger.
I'll bet most of them think of themselves as open-minded, good-hearted people, and they probably are for the most part. But they don't know you, and they're scared. When people are scared, they say things.
And we might think you're all unfriendly. And I'd imagine some of you are unfriendly. But I know from experience there are friendly people in Kiryas Joel.
So what we've got going on here is stereotyping on both sides. No one's seeing individuals, and that's always dangerous. I fear for where we're heading.
So how did this all get started?
It's because there's never been a party.
We need to do some dancing. OK, OK, men dancing with men and women with women. That's cool. I'm not suggesting you hold a rave, just a bit of outdoor music so people can tap their feet on the street.
And food. We must have food. Perhaps you can call it a pot-luck supper. Everyone brings something. Hot dogs and burgers. Gefilte fish. Whatever. People pick what they want for their plates.
Very simple.
We'll listen to the music, we'll talk like neighbors. What's your name, where do you work, what a cute little girl you have. Just friendly interest.
Nobody's looking for a sleepover. Just some neighborliness.
Listen, I make a good macaroni salad. I'll bring a watermelon, too. My husband will dance. He's a good dancer and he doesn't care what gender his partner is.
Just no kissing. I get jealous.
Come on. Let's party. It's a whole lot better than what we're doing now, don't you think?
