go to control panel, look for regional and language, go to the settings, try to Add Hebrew as new language to the system, if your version does not support Hebrew you might have to download it from microsoft.com website.
better yet upgrade to win XP, Hebrew works fantastic in it

I did not read all the advice you got, so maybe someone said that already

at control panel - languages - advanced

you set there whic lang. to use for characters it does not recognise, set it to hebrew

maybe it will help

i use xp, so mabe it isnt in 2000

Like i said Win2000 is dificult. there is a hebrew version for win2000 that would solve this problem
